When a Silver Spring Basement Needs an Egress Window

A new sleeping room created in an existing basement requires an emergency escape and rescue opening. Occupants and emergency personnel must be able to use this exterior opening during an emergency. It must satisfy IRC Section R310, the residential code section governing these exits.

Alterations to an existing basement that don’t create a bedroom generally don’t require a new exterior exit. Because the requirements depend on the basement design, existing conditions, and project scope, we evaluate applicable code provisions before finalizing the plan.

Maryland Egress Window Requirements

Maryland adopted the 2021 International Residential Code as its statewide minimum through the Maryland Building Performance Standards. IRC Section R310 requires an emergency escape and rescue opening in basements, habitable attics, and every room intended for sleeping. Local requirements and the proposed basement design must also be considered for each project.

Minimum Opening Measurements

Net clear opening refers to the unobstructed space available when the window is fully open. A qualifying basement egress window must meet every applicable measurement, not simply the overall size of its frame.

The general minimum requirements for a new basement bedroom are:

A net clear area of at least 5.7 square feet
A clear opening height of at least 24 inches
A clear opening width of at least 20 inches
A sill no more than 44 inches above the finished floor

An existing operable window serving as an emergency exit in a basement that isn’t being converted into a new bedroom may be subject to different measurements. The window must provide at least 4 square feet of unobstructed area, 22 inches of open height, and 20 inches of open width.

Window Well Size & Access Requirements

A basement egress window located below grade requires a window well. The well must provide enough space for the window to open as required and remain accessible.

General window well requirements include:

At least 9 square feet of horizontal area
A minimum width of 36 inches
A minimum projection of 36 inches from the foundation wall
A permanently attached ladder or steps when the well is deeper than 44 inches

Window dimensions, sill height, well clearance, and access must be evaluated together. Meeting one measurement doesn’t establish that the complete installation satisfies the requirements for the planned basement use.
